Sims 3 Original to Latest EPs: Only able to have total 4 neighborhoods/towns?

I have a question about neighborhood on Sims 3 Original to latest EPs.

So, they only allow you to have only 4 neighborhoods/towns total?

Cause there are 6 neighborhoods/towns for us to choose to play.

Let me try that and see how it goes.

Cause I don't see it, so I must have create new game to see it.

*Edited: Thank for suggestion, I created new game using new town and I see the arrows.
