a few questions about ccs

I haven't been playing sims 3 for a long time and i installed all the expansion packs including showtime yesterday. I'm downloading custom content and i have questions regarding them:
1)do i have to download a mod to see non default skins?
2) what is this tsr's pets cc bug fixer thing and do i have to download it?

1) No, you can just scroll through them by putting your mouse cursor over the six skintone dots and using your mouse's scroll wheel to scroll through. You can use the right side of your laptop's touch pad to scroll through them if you're on a laptop.

2) It's for objects that came out before Pets, which needed a fix for them to continue to work properly in-game. A lot of CC has already been updated, so you don't need to use it on that. There's also an alternate rigfix too, not by TSR. It's really up to you what one you want to use, if you end up needing it - you'll know you do if you have issues with custom objects in-game (chairs not snapping to tables, objects falling through tabletops instead of sitting on them, etc.).
