Lot issues: no classes, classification changes

So far, this is in a custom world (haven't checked the pre-loaded ones). For some reason, sims can't take a class in anything. No writing class at the business lot, no class in athletics at the stadium, nothing. The lost are functioning as they should, save for this, but I have no idea where the class options have gone.

Another odd issue with the lots in the custom world is that the residential ones keep changing; instead of a house tag (empty or occupied), or an undeveloped lot square, they switch to a square with a little flag in it. Every time I load, I redo them all as residential, and save, but when I exit and come back, they are reset again.

Not sure if this is related to the class issue or not. Thought they might be related, as both are lot issues.
