Force creating NPCs through the mailbox creates new NPCs regardless of the number of each type of NPC.
Yet in my game, this process leaves out the headmasters.
Is there an equivalent process for headmasters?

In my game, game-born sims of the same gender get the same hairstyle. I am not talking about the first-born syndrome/glitch. I know we can change hair style.
Is there a way for the game to pick different hairstyles on its own?

I had that happen, but only on my old turtle computer. Never knew why though.

There may be a default hairstyle as there is a default clothng in CAS. Did you notice that if you retain what the game chooses, its always a green long skirt and a certain top? Most of my toddlers end up with one hairstyle, a floppy messy look that hangs over their eyes. I think this is just a result of programming, choose something and let the player change it. There isn't a random chooser.
Sorry, I cannot help with Force creation of NPCs as I rarely use that cheat.

The hair thing is partly down to the fact that there are only about three options for toddlers. All the toddler hairs are the same for several adult hairstyles. Consequently, the toddler gets one (I think at random) and, when they grow up, they always take the first child hair that has that toddler hairstyle - the messy one in most cases. I don't think you can change it. It even happens if you have a bazillion CC geneticised hairs in your game.

Certain creators on here create toddler versions of hair, including other people's cc and the ones that come with the game, so I get a lot more than three hairstyles on toddlers. Some of which look really strange on toddlers, but if you delete one age category (without going in and making changes to it yourself) you delete the whole hair; so in those cases it's a matter of choosing whether to live with limited toddler hairstyles, live with toddlers having a random chance to age into (say) a beehive, or choosing to learn enough about hair to make things work perfectly.

Even with a bunch of downloaded hairs with toddler capacity, I get an awful lot of little girls in the straight, neat bob that grow up into the medium hair with two locks at the temples pulled back and held behind the head with a barrette.

You can weed those out with the Wardrobe Wrangler. Personally, I hate those hairstyles that put adult hairs on toddlers (ALL deleted in my game - you can remove the unused textures with SimPE and reduce the filesizes too). I do, however, have one or two toddler and/or child hairs made exclusively for children which are nice. When they age up to teen, they age to something random which is fine, of course.
