Can't copy the ready-made FrameworkSetup.zip to the sims 3 file

I want to create the mods folder in my the sims 3 game . I clicked on the 'ready made framework setup.zip file' and clicked 'save link as' and then i went onto my the sims 3 folder and it said that i dont have a permission to copy this link here and if i want to get the permison i need to contact the administrator. I dont really know what to do now.

You're trying to extract the framework into the Sims 3 folder in your Program Files folder. You should be putting them in the Sims 3 folder in your Document folder.
