To change a sim into a specific NPC, I guess these would be the steps (when just base game is installed)::
-Change the sim's household to the NPC household.
-Change the NPC type to the number of the wanted type. (in SimPE)
-Copy the Behavior Function resources from another of the type to the sim's character file. (in SimPE)
Are those the steps? Or have I left steps out and/or is one or more of those steps unnecessary?

When moving occupied lots in the "hard way" (and when packaging those lots) I understand that we are to remove each of these before the move/packaging::
-relationships with other characters
-memories and memory markers that the household has concerning other characters
-memories and memory markers that other characters have concerning the household
I was wondering about pregnancies with other characters.

pregnancies with universal characters (Grim Reaper, Hula Zombie, Shrink/Therapist, Pollination Technician, etc) I guess it would be ok for the pregnancy to remain since they are are existent and are the same in every neighborhood. Is this right or wrong?

pregnancies with neighborhood specific characters; I guess these would be the choices::
-"remove"/terminate/abort/etc the pregnancy
-change the "father" to a character that lives on the lot or to a universal character
-force the pregnant sim to give birth
Are there more choices for such cases and/or is 1 or more of those choices wrong?

Actually I think the safest way to do it, is to use sim surgery to make an existing npc look like your target sim, then go and edit their name, personality, zodiac, and aspiration to the taget sim's.

No, PT pregnancy at least would redirect the parent b token to some other sim in the hood. I found this out before I learned it was a bad idea to move sims from hood to hood by placing the Curious brothers in a custom hood. The other parent of Pascal's baby was some sim my brother made.

So then the choices for all pregnancies (before moving/packaging) would be these?
-"remove"/terminate/abort/etc the pregnancy
-change the "father" to a character that lives on the lot
-force the pregnant sim to give birth

My NPC question; was asking about adding more of the particular kind.

slightly related to my other lot question:
lots that have ghosts (unoccupied residential, community, etc); we are to treat all of those the same way as occupied lots (when moving/packaging)?

The main thing to remember about moving occupied lots (the hard way) is that SimPE will not display everything which needs to be removed. This means that there is absolutely no way for you to know whether your occupied lot is safe or not.

Your best options are to test the lot for a long time in a temporary neighborhood, or to backup your real neighborhood and be prepared to lose all of your gameplay from that point if you notice any signs of corruption. Note that corruption can sometimes take a while to show up, because it depends upon the Sim Description instance of newly generated sims, and whether the instance was used by a previous (incompatible) sim in your old neighborhood.
