Where is the framework file located?

I recently had to reinstall everything after a bad mod pretty much destroyed my game. I had to purge everything since It was all corrupted. So I need to know where the framework file for making mods work is. Or you could post the file here directly. Either way would just be peachy.

they talk about the file but they dont actually have the file.

ETA: Be sure to have your game patched to 1.12.70 or later.

Everything is cool now. as it turns out the patcher was glitchy or something because i was at an older version which thoroughly pissed off my 3 dozen mods lol. thanks for the link n such. topic is now considered closed :D
