I came across this in one of the Sims folders. Does this mean that if things were changed so the game used hardware rendering, the graphics and game performance would improve?

UNSUPPORTED VIDEO CARDS
If you have an unsupported video card, The Sims 2 will run in software rendering mode. When software rendering mode is active, rendering performance is slower and graphical quality is reduced.

It depends on your video card, if it's not already listed, then it's likely that it won't support hardware mode (the video card has to be new enough to run Direct X 9.0 instructions, which basicly narrows it down to Maxis's list).

My system is only 11 months old, so presumably the video card is new enough.
