Does anyone know of a decompression or extraction utility that will allow me to extract files with the very same file name that its package has?

Obviously, for multiple files, it will need to slightly change the name so as to not override the other files much like how a batch renaming utility works.

The reason I ask is that I like to personally rename some of my downloaded custom content so that I know where it came from and what it is.

Thanks.

I don't quite understand what you mean.
Do you mean if the archive name is elephant.zip then it'll extract the content file to elephant.package?

Yes, that's exactly what I mean.

I very much doubt there is a utility that will do that because the file(s) inside the archive have their own filenames.

The best I can suggest is you extract each archive to a seperate folder, then go into the folder and rename it.
