how come i cant place a fish tank in my store?

i made a pet store in my mall and i can place any fish tanks, are they only for residential and is there anyway to change that

Get a collection that allows you to put residential items on community lot.

and also is there some where i can get like produce looking its for my general store i cant seem to find them in my game, i dont have university or nightlife
