This is a Maxis Recolour which means that it is a recolour of an item that already exists in your game. Please check the Expansion pack requirements to see which game pack it recolours.
The Dining chair that came with WA is nice, except for the picture on the back of the chair, it really annoyed me that I couldn't use it as a regular dining chair so I've removed the picture from the back of the chair and now it is completely recolorable and usable with any pattern.
