I've searched not only the forums here, but also on the main sims2 site and various others, even resorting to *gasp* Google (lol) to help me fix this problem, and I have yet to stumble across an answer, so PLEASE forgive me if this problem has already been posted and solved.
Anyway, (starting from the beginning here, to be as clear as possible) I did a clean install of OFB when I first bought it (i.e., uninstalled and then reinstalled The Sims 2 and all following expansions in order, not keeping any custom content). I created a single woman in Pleasantview, had her start her own home business without any custom content or hacks, then got bored with her and moved on to Bluewater Village, where I created and played 4 families. Only 2 of the families I created in Bluewater reached entirely full skill levels, but neither of them could cook anything beyond Crepe Suzettes...no Lobster, no pies, etc., although when they go Downtown to eat Lobster (among other dishes) is always on the menu.
At first I thought it was a incompatable download I had, so I tried removing things one at a time from my downloads folder and restarting the game, time and again. That didn't work. Still couldn't cook anything beyond salmon and crepe suzettes. I installed Clean Installer and looked for hacks; I didn't have any (which isn't surprising, since I'd removed all hacks and downloads when I first installed OFB and had only newly re-installed a few hair and clothing downloads.) Nothing was duplicated, and as far as I could see nothing was corrupt.
I then tried disabling custom content upon game start up (the Maxis screen that always--annoyingly--pops up) but that didn't help either. Then I removed all custom content from each of my families' households (to avoid any weird errors, just in case) and then moved my downloads folder to my desktop, renaming it and recreating an empty downloads folder where the first one used to be.
That didn't help. Still couldn't cook the high end foods.
I even re-downloaded the OFB patch, even though I was pretty sure I'd already installed it. Sure enough, I got a message saying I already had a "Fixed Version" or something like that.
So...I can't think of anything else, beyond moving my sims out and then moving them back in to their lots, which someone on the Web has already advised me to do. I'll do it; I have no prob starting over if I have to, but the main thing stopping me is that I went back to Pleasantview (to the character I first created after I got OFB) and she, although only at a 6 or so cooking skill level, can cook berry pies, etc...all the stuff I was missing.
Sooo...what the heck is up? I'm about ready to move my favorite Sim to a whole new household, just to test it one more time. I'd like not to have to do that, if anyone has an answer.
