Building issue with BV beach lots?

I've tried to comb through the various post in hopes of answering my own question, but I've not had any luck thus far, so here's my question:

I've noticed several beach lots (or what I assume to be beach lots) that seem to be either built into the water itself, or "flooded" up to the building level.

I've been trying to build a set of docks and/or a boardwalk, but to no avail. Does anyone know how building into the water area or flooding the lot would be possible in order to achieve?

I'm trying to go for the stilted deck foundation's legs reaching into the water.

As far as I know, it can't be done with foundations/decking in a traditional way
