Rude Loco Gesture at P.U.R.E.

My sim has visited Downtown for the first time, heading over to P.U.R.E. Soon I saw sims in conversation doing the finger circle to ear motion. Is this a replacement for the normal 'can't reach / path blocked' animation? This bothers me. My sim is chatting and telling jokes, yet afterward motions as if to say 'this person I am entertaining is a fool.' Why would my sim want to waste time in a room where everyone does the insane-in-the-membrane twirl? Or is it a passive animation that all sims downtown do for no reason at all?

That animation happens when there is an inexperienced sim dancing in the room. Everybody thinks that person is nuts for dancing so badly. It happens often at club lots because there is a high chance that someone shows up who has never danced before. But it can happen anywhere that sims are dancing.

The funny thing is I've also had a Sim do the cheer reaction at a Sim's bad dancing; but they were BFs/lovers so that might have something to do with it.
