Not all .package files are incompatible with some versions of the game? Only the mods?

When I got WA I got rid of all my mods, but I ended up testing some hair package files I had and they worked, so Im just wondering if its JUST the mods that make the game crash when you have the wrong version, or if objects/hairs will make it crash...
