House on a pool?

I think the first video is pretty clear in what to do. At what point does it become confusing?

You have to use the foundation tool to build the house in the pool, then you can take away sections of the foundation bit by bit while putting floor tiles down around the outsides of the foundation,

problem is it wont let me even put the foundation in the pool

If I'm not mistaken you can build your house first and put in the pool later. That's the way I usually build bridges. You have to remove the pool in order to put in the foundation anyway. So build your house on a foundation. Remove the foundation bit by bit while you put in floortiles, then you have an open room where you can put in your pool.
