In short:
Clone a child hair with the right number of groups - using Melodie9's hairs is good for this.
Import the original child hair first so you have a child skeleton. Rename the parts so they're called something like hair_child, hair_alpha1_child, etc. so any duplicates won't combine if you don't want them to.
Import the adult hair over the top.
Use the "example body/faces" download from the Infocenter to resize the adult hair to fit. Be especially careful with the edges of the "hair" group as they need to be in exactly the same spot as the original child hair - you may need to import a better "hair" group from another hair for the child that matches the shape/mapping better, since the edges of the child and adult hairs will be different.
Delete the original child hair from the file - it was just there to get the skeleton in and as a placement guide.
Double-check the bone assignments - you may have to alter them somewhat if the hair is long, to fit the child body.
Export, replace the cloned child hair, test in-game.
Of course you will need to have moderately decent hair making skills already to do this - you will need to at least have to have gone through the basic body/hair tutorials to know how to do this.
