no minor pet interaction

Sooooo I can't interact with any minor pets. I was lucky enough to have my sim start watching a lizard while out and about, and was curious as to what it was. Turns out to be an ancient dragon. So I caught it and bought a tank to put it in, but had to drag from inventory manually because my sim wouldn't do it himself. Tried to play with it and the action would just cancel immediately. The only things I can do is watch, clean tank, and feed. Any ideas as to why this is?
