403 forbidden.

I don't know if anybody can help or if this is the right place to post this but I'm actualy having trouble getting on to the mod the sims site. At the moment I'm having to use my home computer instead of my laptop to access the site, and I really don't want to have to keep swapping PC's everytime I want to go on the site :!:
When I click to get onto the site it keeps coming up with this message:

:alarm: 403 - FORBIDDEN :alarm:

I really don't know what to do, as I use the site alot, and I don't want to go and boot up the PC everytime I want to go on it :!:
The things I want to know are:
~What is this error?
~How can I fix it?
~How can I stop it happening again?
