Another NonDefault UI Skin Mod?

My game is up to date, however, my mouse scroll is malfunctioning so I can't see all my skintones. I am looking for Rez Delnava's mod but I cannot find it. I don't know how to fix this I may not be even able to see my nondefault skins at all. Help?

Description: Expanded skintone picker panel only, compatible with game patch 1.26 and higher
It's a standalone mod so it doesn't need the core mod.
