The Cliche ".package files don't work"

Hello All........I know you and the administrators are tired of seeing this so hopefully this can be one of the last ones you will ever have to see. Essentially, I have read all of the instructions downloaded all the files needed for the files to work in general and put them all where they need to be in sequence (Users/Documents/EA/The Sims 3/Mods/Packages). I also have the nointro.package and nobuildsparkle.package (neither of them worked). I only have the base game and the version is 1.2.7.1 (I can't update again because it won't work). I have the new resource.cfg file that was supplied in another thread that I read about this issue. I will supply some screenshots of the files and destinations.
P.S. My .package files are hair. I don't know if that matters but I just wanted to supply that information

Is that the only thing I need to do?...Should my package files work after that?
