I found there was a problem with the fourth floor apartment; My sim couldn't walk underneath the stairs to get to the large bedroom. To counter this problem I just moved my sim into the apartment below and an NPC took the top apartment. It's a shame though, as that apartment had the roof terrace and the hot tub.
