Keep those pesky neighbors that walk by from stealing- or even reading your paper. These mods should prevent this annoying activity.
I went ahead and made one to stop trash-kicking as well in anticipation of inevitable requests.

I kept them separate since some people aren't bothered by the "reading" thing. Call me a curmudgeon, but it has really started to annoy me. With AL installed (and its front door delivery), I just really needed to put a stop to these creepy townies milling about on my stuff.
EDIT: It was pointed out to me that paper stealing was introduced with Nightlife. Installing don'tStealMyPaper with base game/UNI only will have no effect.

Mechanics:
These behaviors are called from the "Walkby Choose and Do Behavior" BHAV.
I simply snipped the trees down to the first line. The paper mods call for a stack object ID, then return false.
The trash one runs the "distance to Sim" check as usual, then returns false.

Note: If you end up with furious visitors (say, brought along by another Sim) they may still mess with your stuff. These mods only affect random yahoos that are stalking about your neighborhood.
You may notice walkers lingering slightly longer than usual, because when the read/steal behaviors get squashed, they roll over to "wait to be greeted" or "wave stupidly at someone who obviously wants nothing to do with you."
