This download, however has 3 Lots making total of 4 houses.
T.Cruise lot consists of 2 houses one of which is completely empty. A vehicle in the picture is not included.

Both starters already have 2 toilets, bath, fridge, several lights and kitchen furniture samples which you might want to multiply holding "Shift" button. Construction somewhat is identical for all houses, but the interior patterns are unique for each. Yet wanted to make it under 20,000 simoleons, unfortunately that is not possible. And yea, the are no windows that could match to real ones, still looking forward someone will create something similar.

Important if you want to place 10x40 and 9x40 size empty lots in your worlds and/or to place these houses close to each other like in pictures. There is a package inside .rar download archyve file named as follows "ijLotSizes_by_Inge_(edited).package". Now "edited" means i edited it and added those exact sizes, because its not included in the original package. Just put this into your package folder and in Edit Town option you will get those sizes like in picture below:
