Yes, they can. You need to place them in the inventory first.

Looks like putting extracted grocery basket in \Download can cause problem; my sims ordered grocery finding out his fridge is empty, but when the delivery arrived, he could not get it at all. I need to check if others can cause similar issue.

It happens in my game, too: Order groceries by phone -> delivery person comes and hands over basket to household member -> basket vanishes.
But I just send my Sims to a community lot to buy groceries there. Works fine!
I actually like it better this way, since grocery stores almost never make deliveries in the country I live.

Yes!! I've wanted this for ages. I tried editing existing unlocked-OFB-object collections, but never got anywhere. Thank you so much for doing this!
