Hello! This instructions wrote by Mykuska http://modthesims.info/download.php?t=553504 might help

"How to place a lot:
Go to work with your sim, press the keys: CTRL+SHIFT+C
In the appearing white line at the top (console line) type: bb.enablefreebuild (also recommend bb.moveobjects on) and press ENTER
Then you can enter buildmode and place the lot from your gallery (don't forget to check �include custom content� button in gallery)."
