If you have Into The Future, you may have noticed that you rarely (or even almost never) receive any skill opportunity phone calls in your base world, apart from the celebrity opportunities (see https://www.youtube.com/watch?v=pE2eNrvWpvg). This bug is caused by having Into The Future itself, so if you don't have it, you don't need this fix.
I love opportunities. I really love it. A lot of people I know don't really appreciate opportunities because it's deemed as "unfit" for a sandbox simulation game and repetitive. But to me, the regular Sim's lives themselves are repetitive, and opportunities are a nice addition for a side quest for Sims to complete when I'm bored. Yes, some opportunities may repeat, but I can complete and cancel them anytime I want. Besides, many opportunities actually provide cool benefits that are part of the game as well, like Omni Plants, resurrecting a ghost, and new writing genres. Being prevented from experiencing these opportunities seems infuriating, at least for me.
Technical information about the bug
In Opportunities_EP11.XML, ALL skill opportunities from ITF have absurdly high weighted chance to be received on phone, i.e. 500, while other skill opportunities generally only have weighted chance of 5 or 10. This caused the ITF skill opportunities to be the most dominant opportunities that may appear on the phone.
But the problem isn't only this. Two Advanced Technology skill opportunities have a <TargetWorldRequired>FutureWorld</TargetWorldRequired> tag each. This tag was normally used in WA worlds, but it doesn't work the same way in ITF / Oasis Landing. The way a phone call chooses its opportunity is like this:
When the phone rings, the game checks all skill opportunities that are eligible for the Sim, based on their skill levels, career levels, and other requirements. Then, the game will pick an opportunity based on the weighted chance. Because ITF opportunity weighted chances are absurdly high, they're almost always picked. However, the game bypasses the aforementioned tag during this check, so the game may pick one of the Advanced Technology skill opportunities. When the Sim answers the phone, the game checks the requirements of the opportunity again, but this time, it checks the tag. Because the Sim is not currently in Oasis Landing, the game rejects the opportunity, and nothing happens.
It will not happen if you're in Oasis Landing, but what's the use if you will always get the opportunities of the 3 ITF skills anyway?
I've removed the tag and reduced all the weighted chances of these opportunities to 5 to match the others. Only ITF skill opportunities are affected. This does not eliminate ITF skill opportunities, but rather, merely makes them have equal chance with the rest skill opportunities.
I've included an additional separate mod, called "More opportunity phone calls.package". This mod increases the chance you will receive a phone call. By default, your Sim will get an opportunity phone call between 1-3 days. This mod changes the value so you will get an opportunity phone call every day, because I still think opportunities are quite rare. You won't get any phone calls while an opportunity is still going. I think not many people will want it to occur so often, which is why I decided to separate it.
Opportunity phone call fix.package will conflict with mods that modify Opportunities_EP11.XML. It requires ITF, or it will just do nothing.
More opportunity phone calls.package will conflict with mods that modify OpportunityManager.XML. The mod is for base game, so you can use it even if you don't have ITF installed.
This mod is made with patch 1.67. To use it, just put it in your Mods folder.

by NonaMena, this is sad, because I have the late night expansion pack and I don't ever receive calls with opportunities for a gig.
From your description, it almost seems like the devs thought the opportunity checks were the other way around: excluding those with inappropriate subworld tags, then rolling the remaining, which would have made the IFT opportunities override the other skill opportunities in Oasis Landing only.
