The only file these have in common is the _KEY entry, kind of a table of contents that the game does not use (it's only useful for modders, to be able to look at the package and more easily see which resource is which). I'd probably recommend to use scumbumbo's conflict detector (a recent version) because a) it'll skip that resource type and b) it'll list which exact resources are duplicate/conflicting, so you don't need to open the package to check.
