you can only get it from maxis if you work for them. it's dongle protected, so it won't be stolen easily. It's only to learn more about SimAntics seeing how maxis does it.

Neither of those links you gave work--I tried them in both Netscape and Internet Explorer and it keeps timing out.

Unfortunately, this site was taken down quite a while ago - possible they realised that others had access to it? I think it wasn't intended for public access as it was part of a university project.
