I've been trying to delete these sims2pack files in my download file but they are still in my game. How do I get rid of them?

sims2pack files are just the packaged compressed files. If you want to delete custom content from the game you will need to delete the ".package" files. I'd suggest using The Sims 2 Clean Installer available from this website to delete unwanted custom content.
