Err, well, this belongs over in Body Shop Meshing, so I'm shifting it over there.
I'm not sure what you mean about an accessory that needs no mesh - accessories use meshes. You texture the mesh. That's... how it works.
Making accessories for males and females works pretty much the same - assuming they're both the same age you'll just link the same mesh in the 3DIR for male, and the one for female. That works pretty well for most things, though necklaces and stuff may be slightly different due to the different shape of the neck, shoulders, and chest, but they use the same skeleton, so it CAN work, just maybe not perfectly depending on the mesh. Might need two meshes for male/female, might just need the one.
The info on making accessories (basically just explaining how it differs from body meshing, since you must be experienced in making body meshes first, which you say you are, at least somewhat) is here: http://www.modthesims2.com/article.php?t=139586
... and further info in the tutorials area: http://www.modthesims2.com/forumdisplay.php?f=445
... and body shop meshing infocenter: http://www.modthesims2.com/forumdisplay.php?f=451
If you find all that confusing, practice more with bodies first, as it's pretty straightforward, explaining the differences, once you know what you're doing with bodies. ;)
