Just wondering and hope you guys can help me out but how do I create new sims/sims clothing?

As far as making new sims goes, that depends on what you mean by that.

like different bodies for example like the people I see who turn cartoon characters/movie characters into sims. But thanks the link looks like it will be a lot of help :D
