Does CLean Installer not work with Free Time? Odr should I just try and reinstall clean installer?

Yes, it works fine with Freetime. Try right clicking on a Sims2Pack, choosing open with> Choose Program> Sims2Pack Clean installer (tick the 'always use this program' box).
