Question about roads

Is there a way to build more roads in a Neighborhood? I am fairly new to this but I thought with everything else that you guys have done with the game, maybe there is a way to do this also.

You need Sim City 4 to be able to make those kinds of changes. Though someone did post just recently a set of neighborhood objects that look like roads, so there are options if you don't need actual functional roads.
