How to use saved sims in game

I have saved the sims I created in-game to the SavedSims folder via SimPE however when I go to create a new family/sim in the game none of the sims I saved are an option. The ones I've saved I'm still playing with so could this be one of the reasons? Do they have to be "dead" in a sense in order to be played again in another neighborhood? Or can I extract a saved sim into another neighborhood? I'm still very new at this and am anxious that the sims I created will be lost forever once they die!! Though I know its just their appearance that is saved and not their personality I've grown quite fond of my "children" ;-) ! Please let me know what I'm doing wrong! Oh I have NL and BV

Sorry, after going over the directions from wiki while in SimPE that is exactly how I saved my Sims. They are viewable through SimPE in my SavedSims folder but not viewable in game. They should show up in body shop (where I go to create a new family) under the custom sims, right? Would they only show up in the neighborhood they were created in? Please let me know I've grown quite fond of them! I will play around with it and try some things this afternoon, working on a Saturday ugh, but please let me know if you have any ideas! Thanks in advance!

Are you sure you're checking in the right sim bin?

When I have done this, I have always followed this tutorial:

Most pertinent to you is the portion after the part you've already done: "Step 9

Close SimPe.
Open Body Shop

Step 10

Go to Build or Clone sims.
Sort through your list of custom made sims if you have any in body shop. The sim you just exported may not always show as the first sim, so sort through until you find him or her. And select the CLONE option at the bottom of your body shop window.
This will create a duplicate of the sim you just extracted."

I believe extracting them in simPE alone only makes a body-shop-accessible incomplete clone.
