ok in my game it has winter,spring,fall, then winter again where is summer?

In the neighboorhood view, you have to go to the top left and click on the seasons icon to select the order of seasons that you want.

That pattern belongs to Riverblossom Hills. You can modify it however you want, as well as the rest of the neighborhoods. :)
