That's the gist of it. i want modify an object that only adults/teens can use and make it so children can use them and visa versa (like an adult on the swingset)
Haven't done much object creation and would like to know the proper steps to take to get myself to this level.

This rather depends on what the object is. For some simple objects it may be as easy as just checking the appropriate flags in the TTAB (Pie-Menu Functions) resource. Specifically see this recently created page TTAB#Settings_-_Choosing_the_correct_flags. However, your example, and indeed many objects will have animations and those are age range specific (since the body sizes are different), so for the most part it will be much harder because you will have to supply the equivalent animations that are missing.

Ok. I'm fluent in Milkshape so meshing and animation aren't hard. how would i go about modifying animations and using them with the age group

I think it is as simple as providing the animation resource name in the appropriate Text List (STR#) - specific text string instance IDs are listed in STR, for example, Child animations in 0x00000082. I haven't done very much (successfully anyway) with animations so I don't know much more than that.
There was a tutorial here that I used to start off with animations.
