There's an aspiration reward that allows you to control the weather. You could easily use that to do it.

Use the "Weathernaught". It's an aspiration reward that costs 7000 points. If your sims doesn't have enough aspiration points get out the cheat box pressing Ctrl, shift and C at the same time and type in "aspirationpoints #" (# being the number of points you want to give your selected sim).
