Does the problem happen in a test neighborhood with your Downloads folder sitting on the desktop?

The basic principle is the same whether you have just the base game or all the EPs and SPs. First make sure you aren't having a problem with CC. Then make sure it isn't a technical issue. Then start a new thread in Game help with the link at the bottom of the page after you have gone through the FAQ section.

You have apparently read the FAQ section (and I hope you have actually followed anything that looked appropriate, with no success.) So this means that you are entitled to go back and start your new thread there without it being locked. :)

I am playin on my custom neighborhood, I did what that guy told me and it really helped me...

honestly, I did read those facts, when that thing happened to me before I posted a thread about Sue's (Secret) Kitchen I even read about custom content, but there's no problem with my custom content coz my custom content were doin fine and I dont even have a MOD custom content i just have those furnitures, hair, clothes, makeups, just the things for my sims, I tried what that guy told me and it worked, I removed and transferred my download folder from EaSims2 folder and then deleted my custom neighborhood (gawd! my heart hurts when I did this coz iv been spending 5 days to complete my own custom neighorhood) ...and while doing this I realized that my expansion Free Time was not yet installed at the time I made my custom neighborhood, so it means my neighborhood didnt generate a hobby place.... and now I am seeing this place already but unfortunately, I am wondering why my sim just appear in the hobby lot and not with her car and When I submit a custom content food I cannot click on the judge to submit it

The food is custom content? That might be the problem with not being recognized. Some custom content foods aren't updated for Free Time and the judge won't recognize that you are submitting a food dish rather than a potted plant or something.

No idea about the car, though.

Not being rude here, but you should read the Discussion Forum Guidelines (you know, that long thing that that you're scrolling past?) before posting a thread:

No technical/game help! If you are having any sort of problem, glitch, error, or issue with your game or anything related to downloading, installing, or using custom content: Game Help.

Your first thread was not locked. It was moved to the Game Help forum, where it belonged in the first place:
http://www.modthesims.info/showthread.php?t=375024

Your second thread was closed BECAUSE the first thread already existed, but it also included a post pointing you to your original thread: http://www.modthesims.info/showthread.php?t=375416

This thread will now be locked because -- hey, look at the quote above!
