Photo Collections in Sims 3 Neighborhood Workshop?

Is it possible to complete all the photo collections in The Sims 3 World Adventures without acutally taking the photos? (maybe via neighborhood workshop?) if so, how?

As far as I know you have to take the photos, and sometimes more than once.

Im thinking that by "Neighbourhood Workshop" you mean "Edit Town" mode maybe??
