Do sims move in on there own?

i downloaded simtopia and i noticed that every house is expensive, so i was wondering if the sims will actually move into these houses on there own and not need me to give them cash via cheats?

Yes they do. Storyprogression moves new sims in and they will move into any house in the neighborhood. Big families especially will move into nicer homes.
