Is it just me or is it hard to find anything thats good on the exchange? There must be some gems buried in there, but after ages searching I can't find a thing.
Since the create a pattern tool was released its just flooded with branded stuff pasted onto rugs or floor tiles. This makes it even harder to find anything.

They have no standards, so anyone can post anything, no matter how crappy - why even bother trying to dig through all the crap when there's so much good stuff on other sites?

Also, many of them steal other peoples work and post it as theirs. Dig through the stuff here and you will find several things you like. Also try simwardrobe, Paladin's Place.

isnt that just for sims 1/2 content?

I have found some very nice things on the exchange. This is particularly true for lots, worlds and sims. Clothing, for the most part, consists of standard game items with another pattern plastered on it. You can get some idea of the quality of an item by the number of downloads. Instead of having a single moderator pass on the "quality" of an item, the community as a whole makes that judgment.
Unfortunately, "quality" is sometimes confused with a nice screenshot. But it often appears that the screening that appears on most sites is actually limited to looking at the screenshots. It often appears that moderators do not actually load an item in the game to see how well it actually works. Most items do not seem to undergo particularly rigorous testing. How else can one explain how the virus doll at TSR was distributed to the community at large?
The real problem with the exchange is the sheer quantity of items uploaded.
I don't think EA is too concerned about people stealing other people's work because they don't recognize any rights to a sims related work other than their own. Just about anything which could be uploaded to the exchange is derivative of EA's intellectual property. But if a creator believes an item has been "stolen," they could always send EA a takedown notice pursuant to copyright law.

I have a lot of friends who post on the exchange, mostly builders, and they do post very good work, sure their is a lot of crap but people do post some very good stuff! Check the creation forum since most people post if they did something good. Check out RuthlessKK, Anjubee, Lightside, Super Pogium, Lkadas, Tota & Freynas, some of my favorites on the top of my head.

In all fairness to the OP, they have a point. While there might be some nice worlds and lots the rest is predominantly a lot of create-a-style creations.

While there are a few good creators at the Exchange most of them also post their work on other sites for instance RuthlessKK posts right here at MTS under RuthlessK. I won't use the Exchange for several reasons including the lack of respect shown by posters for the original creators of CC used in lots and on Sims (EA doesn't care about TOU's but personally I think creators that say "No Exchange" as part of their TOU should have that respected) and the lack of quality control. The lack of quality control means that you often end up with corrupted CC on lots, or on Sims, CC on lots that is missing the master meshes, other peoples mods and hacks accidentally uploaded with lots etc.
In some cases this is more true for the TS2 Exchange than the TS3 Exchange since most CC does not upload with lots or Sims with TS3 but it is still a risk and honestly given patch issues, and mod updates I have to do the uninstall/reinstall/use the 50/50 method on all CC-Mods with my game enough - so I really don't want to bother spending 45 hours shifting through the tons of drek to find a single jewel- it just isn't worth it for me.
Not to mention, while there might be some nice stuff at the Exchange somewhere, most of it isn't stuff that I can't make myself- after all I also have CAW, and CAP, and have been building lots for a long time so there isn't really much stuff I can't create for myself given the time and a bit of effort.
