There is a Tutorials area linked at the top of the forum where you just posted. You'll need to do the tutorials to make new meshes. You can't do it -just- with Body Shop either - you'll need an additional program. Milkshape is recommended.

Blender and Wings 3D can be used to make minor modifications - together with the Meshtool - using the .obj format - all those programs are free. I believe SMD Mod Tool (also free, I think) can also be used with the SMD format, and Tiggerypum has a tutorial on using it for TS2 meshes in the Meshing forum. Obviously you'll need SimPE too (also free) so pretty much the only thing that would cost anything is Milkshape. However, it doesn't cost much and out of all of the options above, it gives you -by far- the most flexibility in meshing, the most well-developed tutorials, lots of useful plugins, and the best support. Most folks making Body Shop meshes use Milkshape, so if you get stuck, you're most likely to get an answer using Milkshape. And it's cheap, too, so worth getting. :)
