Visa level 3 and still no 'purchase vacation home' option!!!!!

I have got visa level 3 in france and want to get a vacation home but theres no option for it on the mobile phone!!!!!
Somebody told me that I need to buy it off the special merchant in the town but I think they meant the sultans palace.
Im knda confused but all I really want to know is how do I get a vacation home?

Don't you have to buy the item from the Special Seller in France/China/Egypt, that says your "friends with "name of destination" that you buy for Ancient Coins?

No, you don't need to buy anything from the special merchant to get a vacation home.

When you were trying to buy the vacation home, were you in your home world or were you in France?

both places.... but i think it has to be done at the home place but i wasnt sure.....

It has to be done in the vacation place and should just appear as an option on your phone, but your sim has to be an young adult, adult or elder, so the option won't appear for teens.

It also wont appear if you dont have the funds yet
