Here ya go - it's written for objects but the exact same method works for accessories. http://www.modthesims.info/showthread.php?t=82395
Make sure you clone from the squareish geeky glasses - they have the right, erm, skintype, IIRC.

If you are having trouble with an intermediate tutorial, you should do the beginning tutorials first. What exactly would you like more experience with? Meshing? Read the beginner meshing tutorials for clothes or objects (I recommend clothes). UV mapping? Read the clothing UV map tutorials. Texturing? There are texturing tutorials. Making accessories? We have tutorials specifically about that. Once you are comfortable with all of that, JWoods animated texture tutorial should make much more sense.
Don't know where to start in all these tutorials? Then read the "start here" or "I don't know where to start" stuff.
All tutorials can be found in Create -> Sims2 -> Tutorials (or Sims3 for Sims3 tutorials).

HystericalParoxysm, you said in the description (of the sparkly wings) that Boblishman gave you instructons on how to anmate accessories and the tutorial u gave me was for animating textures. Could you please repeat the instructions that Boblishman gave you? :)

jcc09 Please do not double post. If you want to add to an existing post, you can just press Edit. :)
I would be happy to answer any specific questions if they fall within my scope of knowledge, so feel free to ask away!
While I have never made an animated accessory, I have a few ideas. First, consider HP's animated texture idea. It is easier than actually animating the mesh, and can sometimes give the same effect. Check out her "animated sparklies" accessory, it uses animated textures.
If you can't accomplish the effect you want with texture, then you'll need to learn a bunch of stuff about skeletons, joints, bone weights, and animations. Take a look at the object tutorials that discuss making animated objects. Those techniques may work for accessories too. Take a look at some animated objects as examples, perhaps Boblishman's animated clocks.
HP is a very helpful person, but she is incredibly busy. I don't think she would have the time to repost what she knows, even assuming she still remembers, since Boblishman was years and years ago.

Well, if you meant the fairy wings that glitter and flutter, found here (http://www.modthesims.info/d/144608) on MTS, they -are- an animated texture. I don't think it's actually possible to animate an accessory so that the mesh changes - certainly not that I've ever seen, so you would be in uncharted territory.
The wings are done fairly simply, IIRC - they have two "states" - one with the wings more open, one with the wings more closed... If you open them up to look at the mesh in SimPE/Milkshape, you'll see that. Each state is mapped to a different part of the texture, so you can turn on/off the visibility of each state independently, by animating the texture. It's the same basic principle used for my sparklies mesh - turning on and off visibility of different parts of the mesh, through animated textures.
