Change Lot Type not possible

I just got the game installed, fresh, no cc and when I try to change an empty lot from residential to community, the drop down for type of lot is greyed out. What gives?

Try building on the lot first, even just one section of wall. The game doesn't like empty lots.

Worked. Thanks so much. I made a new Dive Bar and when I changed the lot type from Visitors Allowed to Dive Bar, it said it had a special building on it and wouldn't be treated as such until I removed it. I removed the subway and all was fine. I really needed a subway out in the boondocks of the city. :( I guess I can always make a smaller lot next to it including only the subway.
