I have created a custom hair, but I am so confuse about the UV unwrape and arrange the mapping. The original hair include two difference mapping, one is top hair another is surrounding hair. Do I have to unwrape the hair UV exactly like the original hair with one top hair mapping and one surrounding hair mapping? :(

You can map your hair however you want - how the original is done is irrelevant. Most hairs from the game use a very boring basic straight texture and map the hair to fit - probably so they didn't have to make new textures for every hair. Most custom hairs have more interesting mapping and textures that work specifically for that hair. I'd suggest applying something like a plaid texture to the hair and getting the mapping laid out nicely without any distortion first, and then deciding how the pieces will go on the map itself.
