resource.cfg idea

I was having a problem getting my mods to work following the listed instructions. I then found out that I wasn't saving the resource.cfg file correctly. I couldn't save it as a .cfg file, but as a .html variation or .txt. I'm not sure if this is a Windoze 7 thing only, but I was able to over-write another .cfg file and it worked properly in the Mods folder.
Maybe this will help someone.
