What program should I use? Offsets..?

I just need to edit a couple of offsets to update something, I have no idea how I'd do this. I tried to use the Postal thing, but when I found something that said Offset (I clicked on resource details??) it wouldn't let me change it. Am I not using the right program, or is it more complicated than that? Sorry for being completely clueless. I've googled it and nothing comes up.
