Question about Audio Files...

I have a short (12 second) .wav audio file of fire station dipatch tones I would love to be able to replace the 'ringing' sound of the fire bell in TS3 Ambitions with.

My question is simply: Is this possibe?

Ok... I guess this just turned into a 2 part question...

.... and, is this a somewhat easy task?

Hmmm, I guss I need to reiterate "LAY GAMER". I'm sure that link is uber helpful to those who know what all that means... but I'm now more than confused. I'm not even aware of how to locate the spacific sound file in question. I do have to thank you for the answers to my question.
I'm assuming the answes are "yes" and "No... This is an extreamly difficult task"
